Deputy Clerk

Primary Purpose of the Job

 

  • To provide a full financial service to the Town Council and the processing and maintenance of all financial records in accordance with the Authority’s financial regulations and procedures.
  • To deputise for the Town Clerk in their absence carrying out all strategic duties and functions required by law of the local authority and that other provisions governing or affecting the running of the Council
  • To contribute in providing an efficient and effective administration function on a daily basis.
  • To develop, manage and contribute to the achievement of the Council’s targets and objectives in conjunction with the Amenities and Community Services Managers and Town Clerk.

 

Principle Duties

 

  1. Compile and produce Financial Information and Management Reports for the Town Clerk, Elected Members and other relevant bodies as required.

 

  1. To deputise for the Town Clerk in their absence carrying out all strategic duties and functions required by law of the local authority and that other provisions governing or affecting the running of the Council are observed and to supervise and direct staff when necessary.

 

  1. Maintain the Sage integrated Financial Reporting System and its databases to ensure that all accounting records are kept in good order. Compile, produce and monitor the budget revenue and capital variances.

 

  1. Prepare, monitor, close and balance all of the Council’s accounts. Produce and submit the Annual Return to the external Auditor, ensuring that all financial procedures and systems comply with good practice and the relevant statutory requirements of the Audit Commission and CIPFA.

 

  1. Produce and submit all other returns (VAT/HMRC).

 

  1. Liaise with the Council’s payroll bureau to ensure the correct payment of employees’ salaries and wages. Maintain PAYE, NI and Pension control accounts.  Be responsible for correct and timely payments to HMRC.

 

  1. Maintain the Risk Register, uphold adequate insurance cover and assist the Town Clerk in complying with the Council’s Risk Management Strategy and Policies and statutory requirements.

 

  1. To undertake research analysis (e.g. policy and resources implications and costs) and to report and advise the Council accordingly.

 

  1. To make suggestions for the revision and amendment of Council policies and procedures, where these will be beneficial to the town, the administration of the Council and/or the appropriate conduct of Council business.

 

  1. Contribute proactively to new initiatives and projects and ensuring they are implemented as determined by the Council.

 

  1. Promote customer service, public participation, quality and equality.

 

  1. To assist the Town Clerk in the senior management role in respect of the Council’s workforce, supervising any other members of staff and undertaking all necessary activities in connection with the management of salaries, conditions of employment and work of other staff and compliance with Health and Safety regulations.

 

  1. To lead and manage, as necessary, and develop staff setting objectives, reviewing performance and considering training needs and managing absence.

 

  1. To lead and identify, with Members, all training needs within the Council and to be responsible for ensuring that these needs are addressed.

 

  1. To conduct an annual training needs analysis and to produce an appropriate Continuous Personal Development programme for both Elected Members and Council employees.

 

  1. To be responsible to undertaking staff appraisals on an annual basis, in accordance with Council policies.

 

  1. Attend meetings of the Council and/or Committees as required, including evening meetings, to provide advice on the Council’s financial position.

 

  1. Carry out any other duties as may be required which are commensurate with the grading and nature of this post as directed by the Town Clerk.

 

SPECIAL CONDITIONS

The postholder may be required to travel independently over the Maghull and neighbouring area, for which mileage is payable.

General

The postholder will be expected to comply, observe and promote the values and behaviours of the Council in a professional and responsible manner.

The job description is a representative document.  Other reasonably similar duties may be allocated from time to time commensurate with the general character of the post and its grading.

All staff are responsible for the implementation of the Health and Safety Policy so far as it affects them, their colleagues and others who may be affected by their work.  The postholder is also expected to monitor the effectiveness of the health and safety arrangements and systems to promote appropriate improvements where necessary.

Temporary Grounds Maintenance Operative

JOB DESCRIPTION

 

Post:            Temporary Grounds Maintenance Operative (6 month contract Apr-Oct)

 

Grade:          5        (£23,500) PRO RATA

                                                                                                                                       

 

Responsible to:               Amenities Manager

JOB PURPOSE

 

  • To ensure a safe and appropriate maintenance of the Council’s grounds and facilities, promoting good environmental practice throughout.
  • To contribute to the achievement of the Council’s targets and objectives in conjunction with Senior Officers.

 

MAIN DUTIES

  1.   Undertake duties as required within a work programme that ensures the parks’ grounds are suitable for public access and enjoyment.

 

  1. Work as part of a team to ensure the maintenance schedule is implemented as per seasonal requirements.

 

  1. Tasks will include use of appropriate machinery/equipment commensurate with the maintenance of the parks e.g. strimmers, mowers, hedge cutters, chainsaws etc.

 

  1. Undertake necessary training as required in order to operate machinery/equipment.

 

  1. Responsible for ensuring personal protective equipment is adequate for purpose.

 

  1. Required to drive Council vehicles on site to transport equipment and goods.

 

  1. Undertake maintenance tasks within parks (and facilities) including minor repair work, painting, general maintenance in order to ensure a high standard of public service is provided at all times.

 

  1. Promote environmental good practice by taking positive steps to minimise damage to the environment and disturbance to habitats.

 

  1. Carry out regular daily duties including tasks such as litter picking, cleaning and emptying bins.

 

  1. Carry out safety inspections on the Council’s Estate to ensure public access is safe and take corrective action as and when necessary.

 

  1. Record incidents/accidents which may occur in parks and follow the relevant policy.

 

  1. Assist with the staging of events in parks including setting up and dismantling of equipment and stewarding as necessary.

 

  1. Undertake training as required – determined by the Staff Appraisal process.

 

  1. Occasionally work evenings and weekends in line with the business needs of the Council – appropriate Time Off In Lieu (TOIL) will apply.

 

  1. Work outdoors in inclement weather.

 

  1. Physically fit to carry out demanding role which includes heavy lifting and working with machinery.

 

  1. Contribute proactively to new initiatives and projects and ensuring they are implemented as determined by the Council.

 

  1. Undertake duties as required by the Amenities Manager/Town Clerk commensurate with the grade of the post.
